I can only fly gallente, amarr, and minmatar and i would like to stay in the cruiser or below hull size. T2 frigs ok. Im trying to go for easy farm and GTFO ability if i need to bounce. Ive looked at the forums but nothing new for inferno has been posted. suggestions?

ishtar with mwd and cloak. New drone damage mods make it even better. You don't need ammo. Ishtar has a large cargo hold. Best against serps and guristas due to natural resists, jamming from guristas isn't a problem because of drones. Can get very high dps against any rat-type with either sentries or heavies, enough to crush belts as well as anomalies and even complexes. Highslots for utility. Gun for aggro, armor rep for your drones (critical). You can speed tank rat battleships in anomalies, with or without dual prop. Passive shield tank with agility + drone damage mods in lows is also viable.

Fully fitable for <200 m. Really the best ship for being a ninja in nullsec. If you can bear to scan down explo sites with unbonused probes, you can also run most any plex.

I find that a BC hull is best for that role. They are tough ships which discourage pvpers from attacking it unless they have backup.
They are not the greatest at GTFO certainly, but if you lose one its no great loss. At least they are insurable.

A vaga is great at that role. Its a really tough ship for an opposing pvper to try and catch and kill. A PVP fit belt rats nicely. But it certainly isn't cheap.

A *cheap* ship cruiser or below that makes a decent ratter doesn't really exist to my knowledge. You might try a blaster fit thorax. It has the dps to annhilate an NPC BS quickly. It won't tank too well, but you get what you pay for.

Ishtar or a BC are a good idea. Personally I like Stealth Bombers, extremely cheap compared to most other ships that can do it and small and fun to fly. They also have more ability to escape than 99% of the ships in the game.

The cheapest would probably be t1 cruises. If you simply go to kill bs rats in the belts, then t1 cruisers work very well.

If you want to kill any kind of belt rats, then t2 frig or t2 cruiser or t1 bc would probably work better.

If you want to do belts and anomalies, then things get complicated and expansive.

1. Range fit a tier 3 BC
2. Warp to belt/anom at 100km
3. Pew Pew
4. Profit

I've used a Cerberus to run exploration sites. Its fast enough to get away and has beautiful range. No need to even tank it if you are running radar/mag sites.

if your lookin for cheap and have decent skills then a vexor does great in belts, i havnt run anoms with one but i have done level 3's pretty easily.

i agree the ship selection is much wider if you aren't requiring yourself to do anoms. Vexor is dirt cheap and gank fit with a shield buffer can do 800 dps while remaining quite agile and recharging shields between belts. Vaga works and is hard to catch. A range fitted tier-3 BC will also work and is agile, fast, and high-dps.

I would add that a solo ratting BC will not do much to dissuade even a solo pvper, and that an ishtar is still the best choice if your skills lie in that area.

Stealth Bomber is usually the most efficient ship to fly for 0.0 ratting. However, the region where you want to use it should match the damage bonuses you get. The pro's of a Stealth Bomber are: low risk to get caught by bubbles if flown correctly, high dps allows you to kill large NPC very fast.
