I'm just about to pick up a Harbinger to start level 3 missions, but I'm not quite sure what would be the a soild fit.
Here is my Idea after reading up on it.

Harby L3s
Lows
Adaptive nano Plating 2
Adaptive Nano plating 2
Cap power relay 1
Cap power relay 1
Heat Sink 2
Medium Armor Rep 2

Mids
10MN MWD 1
Cap recharger 1
Cap recharger 1
Tracking Computer 1

Highs
Focused Medium Pulse Laser 2 X 7

Rigs
Medium Auxiliary Nano pump 1
Medium Capacitor comtrol circuit 1
Medium Capacitor comtrol circuit 1

Any help or insights would be awesome!

also at what range should I switch from Scorch to Conflag?

Go with beams. Easier to snipe at groups individually than to get close where all the groups will proximity activate on you.

Also you appear a little overcapped. Have you trained controlled burst to 4 ? And your main cap skills to at least 4 each? And are you training advanced weapons upgrades yet?

Lastly, you should fit specific resists instead of adaptives, unless the rats you have in mission are trully hitting you with all damage types.

Don't use a MWD, it kills your cap. AB is fine for most any mission.

I second specific resists, it makes your tank more efficient.

Use at least meta 4 cap rechargers/power relays, if you can't fit T2.

Active hardeners are better then non active ones.

You are over capped and under gunned and should not use an MWD.

You don't need to be cap stable 100% to use the ship effectively. Conflag isn't very good, it runs out of Ammo faster then Imp Navy and it has worse tracking. Close range and worse tracking are not a combo you want. If you really want to use Conflag pack a web. Also with a web you are better with Hammerheads. As for range if it is above your optimal switch to longer range ammo.

I use a named version of this: Works fine but it's not cap stable (not that this should be a problem, being cap stable is not a necessity).

Pulses are even cap stable (for what that's worth). Hardeners to suit.
