Bounties have a major flaw

I’ve been bothered by “Bounties” for a while… The understanding that I have is, someone earns their bounty on their head for upsetting another player or wronging them; according to each their own. Anyway, it does not work out as the system should; at least from how perceive it. Joeshmoe ambushed you in high sec space as you started to jump at the next gate. “Pretty much a standard event in Eve” (gate campers) he gets waked by Concord after he destroys your ship, “no problem for him, it was only a destroyer, he lost;” unlike your Cheron Freighter which was full of cargo. So you’re pissed, you place a bounty on Joes head for say 1,000,000.00 ISK because. It turns out that Joe has pissed off a lot of other players of Eve online; he has accumulated 100,000,000,000 ISK bounty; Joes been busy, he’s only a simple or rather new Character to Eve. What’s going on here? I think that Joe created this Avatar for one reason, to collect all the bounty by killing “poding” him by one of his other accounts Avatars.
Joe is not real just an example. Please look into this for improving the Eve Online experience

Its a long standing joke really Raptos and an issue thats been around for a while, so much so the humour has lost its appeal for some. It's now just a vacuous expectation of waiting for something to finally happen following numerous appeals from numerous players over the history of EVE since the current Bounty Hunting mechanic was applied in 2003.

But yes people use it for Epeen stores of cash and the idea of considering to use it as intended will simply allow the opportunity for the criminal to claim their own bounty with the kind of simple exploitative techniques you describe.

Anyhow, below is a typical advert from me regarding Bounty Hunting to maintain awareness to the issue, but it also has links to actually discuss some suggested solutions and various comments made by people concerning the feature ......

Would like to see CCP finally correct a long standing (2003) broken mechanic in the game which at best provides an exploit for the effected criminal party to profit further from and yet has been left in the game still?
