If that's not a good enough reason for a perm ban I see no reason why you even have an EULA or TOS.

The goons make up less than 1% of the total eve players so good luck to them but there probably isn't to much to worry about, unless you mine ice in high sec.

I think they missed the ice belt in chanoun though. Poor oversight.
