If you are talking about a sitter :

skillbooks price - a little over 1 bil
training time - over 3 months ( approx 1.5 bil in plexes ), PROVIDED it has enough remaps to always train at max speed
transfer fee - 2 plexes - 1 bil

Unless you are very lucky and find someone that just wants out of this game and doesnt care about the isk, you might need to increase your budget.

carrier pilots go for 10b atleast if you want all lvl 4 skills
