Which module is it that produces the shimmering light effect around a ship?
I've seen it many times but i don't know what it is.

Well, based on the vague description that could be an ECCM or a sensor booster...

As this seems a bit too vague still, sensor booster reduce the time it takes for your ship to lock onto anything as well as increase the distance your ship can even target things (not withstanding scripts).

Shield boosters produce a pulsing glow around your ship as well as armor repairers on the hull of your ship.

I would suggest looking into the item database to see the pictures they (usually) have on each piece of equipment's page to try and match up what you're describing or giving a much more detailed description for us to go off of.

Armor hardeners also create a little glowing effect around the edges of a ship. But without more information, it'd be hard to say for sure.

Tracking computers also have a radiating effect, and hull reppers have the same effect as armor hardeners IIRC

gang links, sensor boosters, tracking mods, etc.

I confused about why u needed to know though. You just want your ship to look shiny? Ok. sit there nice and still for a sec......... brb............... caboooooom!. See? it's shiny.Big smile
