Tengu can run any Level 4 and any WH site. And I think was useful in SF incursions. Missiles win in PvE (huge range, selectable damage type). Tengu can have very acceptable tanks (especially when sig radius/speed taken into account)

Are there specific ships that may be better for a specific situation... yes. But over all, for Pve, Tengu wins.

How come the Golem is never mentioned in pve. Isn't the Golem better than a CNR? Just like Kronos is better than Navy Mega?

Marauders are generally stupidly expensive and don't get much use overall. It would literally cost about as much to fit even a passable Tengu as it would to think about fitting a Golem or a Vargur. Also, "better than" is a tad vague since any moron with a single ECM jammer or a flight of ECM drones with even passable Ewar skills can permajam any of the Marauders.
