Make new module BPCs come from research agents

I was just training Research Project Management to V on a few characters when the FW datacore changes were announced. I'm a little miffed, but I agree with the changes - the passive income from datacores was imbalanced. I really like tying datacores to faction warfare.

It's also great that the plan is to not seed BPOs for new modules. However, I think instead of just dropping from profession sites, you should be able to buy the BPCs from your research agents. This would allow producers to have a predictable source of these BPCs, while giving another use for Research Points. I would suggest making the blueprints cost RPs and possibly datacores, providing another sink to cores.

The research field would determine what kind of module blueprints you get. This could be a mechanism for experimentally seeding all kinds of limited run items. Plus, RPs accrue at a constant rate and aren't tradeable, thus it can be pretty easy to determine how "rare" a given BPC will be if it has a particular RP cost.
