Is there such thing as a topic when people can post jokes about ammatar and also rate them?

Like this one:

- Why the V3 has not been applied to Ammatar ships?
- Role play.

Also, can i get my eve account banned because i am doing 'racist' jokes about Ammatars IG or on the forums?
