Change the command/leadership mechanics

Plan for a rework of the leadership system that encourages some command ships to be on field while still allowing pos boosters also makes it a bit more defined of a role rather than just using an afk alt to do it all. Would need a few tweaks to numbers after this for any sort of balance.


First a few changes
- Boosters no longer have to be in the command structure as long as they are in the fleet they give out bonuses.
- Multiple boosters affecting the same thing can stack, however the same stacking formula that applies to every stacking module in game applies to them.
- Anyone in fleet receives all bonuses active in that system regardless of fleet structure or skills of squad commander etc. (these act as a multiplier)

For example a tengu can give out '5% bonus to stuff' and you have 1 good tengu, 1 ok tengu and some random in a bc all giving out bonuses giving total:

10% bonus to stuff

Apply bonuses on the field
Rework the command structure and skills to apply multipliers to the on grid ships. Each level increases bonus of all those below you with bonuses getting weaker (by half) as it goes down levels but never going above the amount they could get from a single squad commander.
eg.
Squad/wing/fleet commander per level - 10% bonus to leadership bonuses for fleet members following this pilot on grid.
L 5 = 15% bonus to stuff

Bring command ships onto the field
Give both command ships (field and fleet) and t3 with command subsystems a bonus to the on grid leadership bonuses the same as squad/wing/fleet bonuses but calculated in a separate stack. This bonus is multiplied by their leadership level of their current squad/wing/fleet.
Eg.
20% bonus to leadership bonuses for fleet members following this ship on grid.
L 5 & CS 5 = 30% bonus to stuff (max)

Formula
Total bonus = Base_bonus x skill_bonus x ship_bonus
Skill_bonus = 1 + (Max((L + WC/2 + FC/4), 5) x 0.1)
Ship_bonus = 1 + (Max((L_ship + WC_ship/2 + FC_ship/4), 5) x 0.2)
WC_ship = (CS x WC) / 5



Result
To get the most with the system you'd need a command ship for every single squad in your fleet, which is obviously impractical. This encourages as many of the ships that can fit into that role to get in one of the command positions and be on grid.

Without a limit on having only one ship boosting the entire fleet we don't need to have only one ship dedicated for that role. We can also have multiple ships with the same type of boosters so it encourages people to bring along a command module if they can fit one even if it is only one or two.

It doesn't completely remove afk pos boosting (rorqual pilots rejoice) and a setup with 20 tengu's boosting from a pos while field command ships fill every squad commander position is possible. However when you could get the same bonus from using half those pilots as on the field commanders (in tengu's/ fleet command ships) it makes it much less attractive.

A few other changes


Change command modules to run scripts. Keep a t1 one and a t2 one for each of the 5 types with scripts for each of the 3 versions.


t2 vs t3
Give them the same % bonus to racial. But boost the command subsystem, let it fit a 2nd command module and give it a slight tank bonus (either more base hp or a resist bonus)


Make a t2 frig capable of doing the 20% on grid squad leader role. Could give this role to an existing af or make a new af/logistics frig capable of taking this role. Lets you try out the leadership role without needing command links or training as many skills.

Other leaders might include titans/motherships for capital fleets, t1 bc's maybe but with how popular they are you could easily have every single member in fleet be able to command a squad without any sacrifice... maybe with a module but I'm not sure.


Increase max size of fleet by adding another level eg, Armada commander(5 fleets of 256 and 1 commander position)


The on grid leadership and ship bonus roles do not apply when the leader is cloaked.
