Not sure if I should bid, probably out of my range as you'd make my budget explode, but I was wondering, what is "Mobile Refinery Operation"?

Mobile refinery operation is considered a "relic" skill. It was a skill that CCP was going to use for the refinery modules on a POS. They ended up not using it for some reason. The skill books became useless but are considered collectors items. Good thing I did not train that one to 5.
