The message you receive indicates that the character in question has a skill in training and that he needs to stop it in order to transfer to the new account.

The team responsible for character transfers will be working on a new descriptive error message which will be deployed in early June.

If stopping the training does not work, then you should contact Customer Support where we can verify the issue.
