Not gonna be a jerk about % but lets say less than 89% doesn't really qualify.

Don't mind cross-training or multirole chars just if he's a frig guy i expect frig 5, cruiser guy cruiser 5

Exception with muti-racial BS pilots, they don't have to have either to 5 but it needs to be logical combinations for pirate faction BS. So, idk, something like Cald./Gall. is kinda pointless for me whereas Minnie/ Gall. is very interesting

Have up to 4 slots and budget is 30 bil tops for the lot, so don't mind how thats divided.

T2 frig and cruisers and T3 cruisers all T2 fig for Minnie, Amarr and Caldari race. Very good support skills, inc Drone Interfacing to lvl 5 which isn't shown on the Eveboard yet (char now has 28m SP)
