POS mechanics

I have a couple of questions on POS mechanics.

First of all, at the bottom of the POS management Access tab, there are settings for ANCHOR, UNANCHOR, ONLINE and OFFLINE (see here http://talocanunited.com/wordpress/wp-content/uploads/2010/12/tieredapproach.jpg - courtesy of the Talco website).

I take it this configures permissions for anchoring/unanchoring/onlining/offlining all structures at a particular POS?

Does this include the POS tower itself?

Can the POS tower be offlined or even unanchored if there is anything still in the fuel or stront bay?

In turn, if I limit access to a POS fuel bay, can I grant access for pilots to offline and unanchor POS structures, without them having the ability offline and unanchor the POS itself?

Thanks in advance for any advice on this.

Yes its all structures. ie if they can offline, they'll be probably be able to offline everything. If they can unanchor, they can probably unanchor everything that doesn't have something in it - like all your e-war batteries. If they offline the tower, then SMAs and the like can be shot directly and will loot pinata a proportion of what is in there pretty quick.

They won't unanchor with fuel in them, so yes preventing anyone but directors from viewing/take on fuel should prevent them from unanchoring the tower. I would presume they can offline it though if you give them offline ability.

IMO fully trusted players only with config starbase equipment.
