Looking for a CHEAP as CHIPS Raven toon

pref maxed BS skill (Caldari BS 5)
pref maxed/ efficient missile skills (4's / 5s)
pref efficient tanking skills (4's minimum)

not a high budget, about 6 > 10b

lower the better, more specialized the better
