Does CCP allow you to pay using paypal withouth having a credit card linked to your paypal account but yes a bank account linked to your paypal account?

That is probably up to Paypal. As long as they get the money CCP will be fine I think.

the person who receive the money do not see any difference if it's paid form a bank account if it's paid via paypal. They only see that it's paid with paypal, period.

Yes, they do. That's how I pay for my accounts, you also get the option of paying month-to-month manually or automatic payments.

I don't have my CC linked to Paypal but just linked my bank account to it. And it works as I'm happily playing EVE for some time now and never had any problems.
