Take local out of null.

Leave local in low and high.

Would make most PvPers happy and keep most of the PvE people happy as well.

No local in WH's is what makes them pretty entertaining for me. Null kind of sucks since you can't really be sneaky when they see your name pop up when you jump. Would make people actually have to pay attention instead of AFK ratting deep in an alliances Sov, and I don't know, actually make it dangerous again?
