Trade not working randomly

Well it seems that for some odd reason I can't trade certain people. I'm assuming they're in the same station (Jita 4-4), but I don't get the trade option. The same thing happens with my alt and main account. I have never been able to right click and trade my main account from my alt for some reason. It seems to behave really oddly.

I have the exact same issues between alt accounts frequently and recently I have even had issues with other players. The trade option doesn't appear in the right click menu despite the fact that we are in the same station (both players listed in docked list). It doesn't matter what window or chat I use. This seems to only work one-way though, as the other party can always start the trade when I can't and I can always start it when they can't.
