Decorate Mercs for Outstanding Service

With new wardec rules, we should be able to decorate allied mercs with medals though they are not formal members of our corp or alliance.

Would be fun for all and a visually appealing graphic way for individual mercs to show future merc corps and future employers that they have served 'above and beyond' and who, specifically, thought so.

I really like this idea. Basically like a campaign ribbon IRL for particularly memorable wars. Since medals seem to follow capsuleers from corp to corp, it doesn't seem like it would be that difficult to code something to allow a CEO to grant one to a mercenary or mercenary company.
