I have been told that this happens when you were logged out in Jita, and that it can be fixed by leaving the system and relogging.

Didn't try it out though, who needs local in Jita anyway? :-) And relogging is a ***** with the server queue...

your logged out toons appear to persist in corp, at least for me... and its in a system with about 4 people in it

Quite seriously, I've checked this on a couple of characters and this bug seems to be caused by Jita. Did Jita local get removed in the patch or something?
