Indeed. It was a perfectly legitimate attack against POS's in Low Sec.

There is nothing here that is even remotely controversial or indicative of any sort of vendetta, let alone proof of EVE being "Beyond broken".

It begs the question, if CSM votes don't go your way are you going to call for mass protests and unsubscriptions then as well?

To put it bluntly, you are there to promote game balance. That means for the good guys and the bad guys, the high sec dwellers and the Low or Null sec dwellers... to make your priority the health of the game as a whole, and that is certainly not evident in the statement you made.

I, for one consider it highly inappropriate for a CSM delegate to talk about encouraging mass unsubscriptions, an action which would result in substantial damage to CCP's finances and threaten the jobs of hardworking CCP employees. For Issler to do so over having her POSs blown up in lowsec in a teenage temper tantrum speaks volumes about her character and suitability to serve as CSM.
