Dropping the top tabs to a side tree could make it easier for someone to have a lot of chat windows open and see all of the alerts, and full chat names, you could group the tree clusters by regional, player created chat rooms, custom groups and private chats. Maybe even have some cool group commands like sending a chat message to all, or even having a smart view that shows all of the chats merged in one page.

This one though I think they'd have to give the option to keep it how it is right now as I'm sure some people would go buck wild losing the existing system for the intel features of local / chat list features.
