How can i recieve a Nyx on sisi? I do not have the skills to build one.

As of a few weeks ago, CCP no longer speeds up or helps start supercapital builds. Therefor, to acquire a supercap on sisi, you currently have to either find someone to give you one who has one on TQ, or find someone with the skills to haul/start the job, and wait a couple of weeks.

tl;dr: you basically have to do exactly like on TQ.
