Stop paying insurance for ships destroyed by CONCORD

I've seen this mentioned in the past, and the recent events of the "burn jita" have brought this back to the forefront. Insurance should not cover losses caused by concord involved destruction. Having insurance cover highsec suicide gank tactics drastically reduces the cost of these suicide tactics and makes it a much more sustainable and potentially profitable tactic. Covering police induced losses is completely unrealistic and unreasonable. For example your car insurance company would not cover damage caused by police if you are involved in a chase. Likewise an insurance company wouldn't cover damage caused by concord attacking you for an unsanctioned act of aggression. It would be pretty easy to implement and doesn't STOP anyone from using suicide gank tactics, but it does greatly serve to reduce the incentive.

The general philosophy is to give MORE freedom, not to restrict the players.

You're free to mine or transport goods and pirates are free to gank you if you are not careful. It sounds mean but that's how the game works. If you want to avoid being ganked, fly smart and fly safe. It's part of the learning curve and you will most likely lose a small handful of ships before you learn how to fly safely but you'll learn eventually.

So much lol here.

OP... your idea was already implemented. It didn't slow anyone down aside from "weekend gankers."
