WTB focused pvp pilot 18b budget

As the title says, I'm looking for a pvp pilot. Budget up to 18b depending on skills. Want list:

AttentionPrefer Minmatar, but open to others. Caldari cross-trained is fine, but don't want Caldari-focused.
AttentionSolid support skills. By solid, I mean 4's and 5's in the important skills, not 2's and 3's in unnecessary crap.
AttentionDecent name. No "iroxxorzjoo11one" crap. Creative is fine.
AttentionBare minimum industrial skills. By minimum, I mean what ccp cursed pilot with. I'll be shooting pilots, not rocks.
AttentionReasonable corp history. If pilot has been in 12 corps in the last year, forget it.

Show me what you've got. As title says, budget up to 18b. Special exceptions might be made for exceptional pilots that meet my want list items.
