WTB: A new main, 30b budget

Summer of rage, I raged harder than most and gave away most of my characters. I've recently returned to eve and am on the lookout for a new main to pvp with. I have roughly 30b to shop with with possible consideration given to more expensive chars if they are standouts in someway.

Racial preference for Ships Gallente > Minmatar = Amarr (no consideration given to Caldari)

Looking for:

Subcap pilot
Good drone skills (t2 heavy/sentry)
Above -5.0 sec
Not KOS in empire due to faction standings
T2 large guns and BS V
Large emphasis on support skills

SKILLS I WILL *NOT* CONSIDER TOWARDS TOTAL SP/PRICE

Trade skills
PI skills
Indy skills
Non-pvp Science skills
Cap skills/related skills (ie JDC V, Cap Reps ect)
Any skill with the word 'caldari' in it
Missle skills
Anything that doesn't help violence spaceboats.

SRSLY, your drakes and chimeras suck and I'm not interested.
