Player-run policing and lo-sec. How it could work. Or not.

In the past (at least according to my crap memory) the playerbase has stated that lo-sec changes are needed, and CCP has said that lo-sec needs to be tweaked to encourage more people to wander around and take advantages to the little extras offered by lo-sec (better spawns, etc...)

So after glancing at a few "fix losec!" and "player-run policing!" threads, I came up with a little idea. Most likely it's not so great idea, but here goes:

Currently, lo-sec has no CONCORD protection. And it shouldn't. Ever. Let's keep it that way.

CONCORD has a few powers in hi-sec that players might like to take advantage of while in lo-sec. Those powers being:

CONCORD knows when bad things happen.

CONCORD knows where bad things are happening.

CONCORD can warp straight into the action and start killing things.

So why not give players those choices while in lo-sec (and only lo-sec!)?

Image the scenario. You're just flying around in some 0.4 system minding your own business. Meanwhile, somewhere in system, a mission runner or miner or any source of delicious tears is under attack. Let's say that it's a trio of hulks in a belt somewhere. Of course, you're completely unaware of this as it's happening somewhere else in the system.

Lo and behold, a beacon appears in your overview - much like a cyno beacon. This could be implemented manually, such as a victim right-clicking on their ship and selecting an option like 'OMFG HELP ME!' or somesuch, or it could happen automatically. Either way, combat has been detected in system and you know exactly where it is. You might not know who is shooting who, but you know something is up, where it is, and you've got something to warp towards if you want a little PvP action. AFAIK, this wouldn't really necessitate any fundamental changes to the Crimewatch system - you will be attacking someone you're allowed to attack anyway, only you know where to do so.

If our victims die, the beacon disappears as no-one is left to broadcast a distress signal. Either that, or the powers-that-be keep moving the beacon to wherever our GCC'd attacker goes while he's in the system, to disappear when the attacker leaves the system or cloaks.

Naturally, this system is open to abuse. A gang of five drakes broadcasting a fake signal or shooting an alt could cause a beacon to appear and some stray white knight to warp in and get splattered. Or maybe some poor miner could be saved from an attack, only for their hero to start beating up on them as well.

Either way it's a huge "PVP HERE!" sign that might lead to kills, tears or lols. Or not.

I expect the greater community to point out all the flaws I missed with this idea (or generally dump all over it) Don't disappoint! :)

Its a very nice idea but its very open to abuse.

Say for instance a Corp decides to Bait with a Hulk in a belt and he has one of his alts agress said Hulk.

Beacon goes up after waiting for a small roaming gang to enter system
Small roaming gang warp in to help said Hulk.
oh no CYNO!!
Small gang gets hot dropped by a carrier fleet waiting for someone to take the bait.

CYNO Hulk FTW :)

I don't know if that's abuse, that just sound like good old baiting.

People bait now all the time, out of corp alts, pretending to belt rat, and yes even cyno bait.

Whenever you see an aggression beacon come up you have to choose weather or not to engage, just like every other fight in lowsec.

I honestly think PoCo based sov is a good idea https://forums.eveonline.com/default.aspx?g=posts&m=1417544

Would this even have a use outside of bait?
