So there is was flying in Deklein, minding my own bussiness.
All of a sudden, when i jumped through a gate i was engaged by some neuts.
They killed my multibillion tengu and got away with it.
Where was concord when this happened?
Can i petition this kill?
It cost me like 5 billion isk, that was all i have.
Also can these murderes be punished by concord a day after the attack?

CONCORD does not protect ships valued at more than 2 billion isk. This is to keep the skunkworks happy. Or it might be because CONCORD does not protect you from alpha strikes,

Most of the time i just pretend to be a girl and try to bait evegeeks to give me their isk.

Yes you happen to be in luck & are due a 100% reimbursement. Just Petition the loss with a verified API and have the Senior GM route it through CCP Mittani & he'll stick has ATM card into the technetium machine & crap out the 5 billion ISK owed to you since you are a Goon. Congrates & fly safe
