I have a solution to your woes and it will make both parties happy.

Add comet or rare asteroid mining to .5 and below with some rare moon goo's inside

1) You will have access to some moon goo
2) It will be a negligible amount
3) CCP has plausible deniability

If you have trouble finding tech, why not just join with the goons? I paid my 500m recruitment fee and got my alt into goonfleet, joined up with the industrial squad and they've practically provided me with a tech ALLOWANCE--I get as much as I want, as long as I "promise" ;) that I will keep making cheap ships for sale in VFK with it =D
