If you look at how the rules break down by sec status, it appears that CCP originally had a three-tier plan for security-based rules originally.

0.0 = Null (Sov, bubbles, bombs, moon harvesting, etc)
0.1 to 0.3 = Low (No Sov or bubbles but moon harvesting and POS both allowed)
0.4 to 0.7 = Medium (POS OK but no moon harvesters anchorable)
0.8 to 1.0 = High (no anchoring of anything in space)

No way, some of 0.5 systems are directly connected to 0.7 systems withaut connection betwen 0.6 system, like litiura 0.5 --> elonaya 0.7 and those systems are almost inside middle map where heart of empire and big trafic, this idea is bad because it disrupt (safe zone trafic) i know some low sek even between two 0.5 wiathaut connection to 0.0 space or connection to system with blind alley, but systems like this got low visits and low trafic.
