Ab rockets 2 webs medium shield extender is the "standard" fit.

Say, do the bonuses apply to rockets? The description only mentions missiles, and on other missile bonused ships the bonuses specifically mention all the missile types affected.

Yeap, pretty much this, don't know what you guys above are complaining about, the Hookbill is an excellent frigate fighter and double webs and full dps at the edge of scram range means you can range control and mitigate most of the damage from most frigates by chillin on the edge of scram range. I've also tried a TD over the second web but the range control and help with damage application is better than the damage mitigation.

It does have some fitting problems that can be solved with an implant or if you don't like implants here's what I roll with:

Medium F-S9 Regolith Shield Induction
Faint Epsilon Warp Scrambler
X5 Prototype Engine Enervator x2

Lows
Meta 3 Damage Control (forgot name)
Ballistic Control System II

Not exactly sure if this is the right combo, but it fits with 0 cpu to spare.

You need shield upgrades 5 and at least advanced weapon upgrades 4. There are several ways to fit one (SML Kitining with MWD, AB/Rocket/Dualweb/scram, MWD/dualweb/scram/rockets) I've even seen a dual prop fit. Meta 4 MSE are 5 mil for a reason though. Hookbill is a ***** to fit.

I typically fit it with modules, accompanied by other modules.

That's a Templar, an Amarr fighter used by carriers.
