Drones dont drop poo anymore but what about normal npc's

I have been doing a lot of missions since drones stoped dropping but what suprise me is that npc do not drop Cap Boosters any more. They seem to drop Scrap Metal instead . Any one seen the same ????? What?

Well cap boosters are t1 items, and CCP said all t1 non-meta items will be replaced with scrap metal in NPC wrecks

Which is somehow not true for all meta 0-items.

I keep finding meta 0-laser crystals and meta 0-drones...
