Heres a idea for the Bounty System

This idea is to make it non-profitable to kill yourself and more profitable for otheres

Podding is too hard and not always damaging to a bounty player, the ships they fly on the other hand do. Heres my idea for bounties

When a Bounty Player gets ganked, Concord Considers the player in a ship more of a threat than a pod, as they can be easy replaced and have no weapon systems to make any damage. the Bounty Hunter when kill a bounty player gets 75% of the market worth of a ship when they lay the final blow up to the remaining Isk on their Bounty. This doesn't Count Shuddles, Rookie Ships or any non-combat ship smaller than a cruiser. Supers will be counted as well based on the mineral cost so big $$ for super kills if their bounty goes up

This also allows 2 bounty networks, a Pirate Bounty Network or the Concord Bounty network. with concord you will get 75% of the ship value, pirates you get less unless your standings with pirates is good or the target has very bad standings with pirates. so about 33% to 66%, so null players are at risk of a bounty and become prime targets in fleet battles BUT, pirate bounties only work in null se

Rigs and modules that are destroyed can be counted based on their value and if a target's bounty is high enough, if they have 1000isk bounty, they they get 1000isk. no greater income. Faction and deadbase modules and ammo are not counted, they are considered tech 2 in concord's eyes (cheap as always

Inactivity, if a target becomes inactive the bounty they have will be slowly returned to the bounty setters so 3 months inactive 10% is returned, another 3 months 30%, another 3 will have a total of 90% returned, the 10th month a full refund is granted

this will make it unprofitable for players that want to collect their own bounty and give more incentive to hunt down bounty players even in highsec.
