Are passive targeters bugged.....broken....never worked as intended?

I tested a passive targeter II on an alt. From time to time I could lock target and my alt could not detect it. Usually my targeting is detectable. The passive targeter blnks when activated the same way a weapon would prior to target lock. Should not the passive targeter II activate when clicked then run for 10 secs (the duration listed on its stats) and then if I target lock someone within the 10 secs my action is undetectable??

It seems to work like this. If the passive targeter is active then targeting an opponent goes undetected. The problem is that the PT does not activate until after a target is locked. Is this not ass-backward

Activate the PT, then click on a target for secret lockage. It only works on one target at a time.
