Why not, as long as it's

a) limited to a "little things" makeover, not a large project - EVE is primarily player-driven, the NPCs should never be a major focus.
b) kept out of nullsec. We don't need any more lag from irrelevant things happening around fleet fights.

Because if the pirates find time to kill more NPC for their loot, then there's less time to kill me!

Hell, have the pirate factions regularly fight the Empire NPCs at stations less visited by players. Not to challenge the sovereignty, but to provide immersion and entertainment.

Join the fight if you like, or just watch them duke it out.

I think mass swarms of NPC rats should attack stations in every system. Number of rats depends on the number of players in system.

The tears on the Jita undock would be epic!

I think it is an excellent idea.
It will increase the immersion a lot, also giving many opportunities for gameplay.

I'll put some ideas here:

- haulers going from station to station in high sec. Manymanymany of them. Immersion needs them!
- hauling expeditions in low sec. The size of the expedition will depend on the collateral deposited by the player (large to huge). The player will decide the escort's and the hauler's strategy for the journey. The haulers must have lots of HP so as for the trip to have a chance of success. The payout must be also big. Other possible awards are corporation standings/LP, or escorting rating.
Perhaps a new type of agent for hauling missions? Or rather a hauling office?

- NPC factional fleets fighting battles in the border systems seems a great idea. The battles should last for a very long time, with NPC reinforcements rallying to both sides as to fill the losses, and players taking place should have lots of FW rewards. Also factional police should join in the battle. The final outcome will be decided by which side had the most losses, but after hours - or maybe days - of fighting.
To make it more fun, perhaps a warp scrambling field with a range of a few hundred km should be in effect.

- NPC miners in belts.
- new kind of ships travelling, like ambassadorial flagships or solar sail ships having solar flare races.
- taxi shuttles! and of course, space liners.
- huge space farming/space industry/space recreation etc. ships.

- traffic between planets or moons and stations, with special re-entry vehicles. Also, stratoplanes for planetary traffic.

The players should be able to interact with some of these, with some not.

Whenever NPC ships are destroyed in high sec, the Concord dealing with the attacker will also collect the loot, to make spacelane disrupting non-profitable in high sec. Perhaps also, for many of these NPC in low sec there should be concord response.

In general, the space should be -much- less empty than it is right now. Take a look outside at the street, and imagine that only hitmen, outlaws and police should pass. That would be much less than the traffic you see, is it not?

I think it would be opposite.
Too much competition would drive the NPC's away.. no way to make a buck compared to the Capsulers.
So Jita would be more empty of NPC than any other area... this would also help prevent the lag monster from showing up there.

Someday I will have the time to play. For now it is mining afk in High sec. In Cheap ships

I'd vote for this.

Incursion/Sleeper AI in ALL rats would be awesome to be honest. Get rid of solo mission running for good. It's a MMO goddamnit!! Twisted

I am not sure about all of the things proposed as NPC's shouldn't be the focus in EVE. However, as the main Empire powers are not exactly friendly to each other, it would be nice to see some Empire Fleet clashes in the border areas that players can join in on should they so choose (with the usual sec hit etc).

I think it would be sweet if a Sansha gang would drop in randomly on a high sec gate or station and just start cutting into everyone. Would spice up the hs trade routes, imo.

One problem with more NPCs and having them exist more actively, (i.e: not disappearing off-grid), and persistently in game is that this will result in increased server load. I don't really think this is helpful, though I do see some appeal in the idea. I don't think it is bad so much as impractical and maybe counterproductive.

Presume these NPCs suddenly start maintaining a persistent existence until they are blown up, then consider that they could suddenly start carting around NPC goods and redistributing them to various regional markets, and consider they could also become player targets.

What does this gain? What is the purpose?

Aside from the joy of watching AIs take flight in space, there is no real purpose or benefit here that isn't moderately counterproductive to the game. Even if they could be optimized, the server still has to track them and keep track of their cargo, and even handle any market interactions they have. If they don't have market interactions then they are just fluff without purpose.

Currently the NPCs, (aside from Concord and Navy vessels), just spawn and disappear. Nothing major and they only really exist for a short time on grid. This is sort of the simplest form of AI available and generates the least amount of server load as a result of their existence.

Personally, I always found them to be a bit redundant and pointless. Perhaps there should be more traffic in space, and maybe NPCs should run around a lot more, but it is not really necessary and these are afterall Spaceships. It's not like they would be super common outside of military, transport, and trade usage.

Replace the Jita statue with a Luxury liner perhaps? Maybe. I actually don't even recall having noticed the Jita statue. The one in Amarr sure, but not the one in Jita.

tl;dr: If it doesn't generate lag and involves some new 'civilian' hull designs sure. Could add some flavor; I won't deny that. But if it is going to have some effect like the spamming of cans in space and cause the servers to lag, then not really interested. They removed mines and limited objects in space to 2 hours for a reason.

increases immersion, provides new things to do, gives the ability to watch battles between NPCs, makes eve harder/more complicated.

I understand the problems inherent with increased server load, but this would increase the experience for so many players that its worth it in my humble opinion. Also, time dilation highly REDUCED server load (one reason they can do all these new things like increase the watchlist size), so hopefully the server load won't be so much of an issue.
