Small gang PVP is great, but Hulkageddon is small gang PVP and there is a monetary incentive, too. How can you compete with that?

this is how you defend yourself as a horrible hisec miner

be within 3000m of your orca, refit for tank when suicide ganks start happening in the system (or when you see outlaw flagged dudes in local)

you are suddenly a lot more likely to survive a gank attempt, if you are not glossed over entirely

in any case it's not a bad idea to dock up

Your logic needs to follow a pro-active doctrine in this case not reactive. All of you bears with a 5.0 can afford a multiple sec hit's. Use that to your advantage. Fit destroyers and tornadoes for gank. Camp gates in .05 systems with regular mining activity. You then dispatch your prey on gate before even having had a chance to score a hulk.
The average ganker will most likely have to grind some sec to re-enter high sec, taking them out of the game for hours. While you can dust 3 or 4 folks before having to run missions for sec.
You wana make a point? Cost your opponents ships with out kills to show for it.
If you have the time and resources structuring a reward system will possibly get more folks on board..
