..to 10 million isk. I had it set to the current maximum 1 mil on 2 characters and still got chain evemail spam from some dumbass that said he was running for CSM.

why have an upper limit to cspa charges at all?

Its not possible to please all the people all the time, but it sure as hell is possible to Displease all the people, most of the time.

To avoid people ruining new player experience by trying to get them to fleet you for horrendous sums (even though you don't get the money yourself).
