i am looking for a character with 40m+ sp (will consider characters that are close to meeting most of the requirements)

the charactacter should have:
at least amarr bs4
at least caldari bs4
T2 large beams
at least marauders 4
at least drone interfacing 4
be able to fly a paladin
be able to fly a nightmare

my budget is 14B
