WTB purely PVP oriented Sub-Cap Toon

Greetings everyone!

I am looking to buy myself a purely PvP-oriented sub-capital char. The below mentioned skills are a must, with preferrably no deviance. Racial cruiser skills at V as well as further gunnery and/or missile launcher skills are desired as well.
Roleplay name is a necessity, as I shall not be called DarthDeathStarXXL12345, etc. please.
Sec status doesn't matter.

Required skills at level V:
Drone Interfacing
Electronics
Energy Management
Energy Systems Operation
Engineering
Shield Management
Shield Operation
Advanced Weapon Upgrades
Cybernetics
Battlecruiser
Spaceship Command

Everything else is a bonus, not a must. Please post potential candidates - estimating about 15 to 40 mil SP-chars - here with your price. My budget shall be around 10b ISK.

So far I have not found an appropriate char yet. I might increase the budget to 12.5 bil or more if the right candidate is being offered.
