If CCP wanted a fair thing, they would have created a pool with people interessed in the deal, where players would commit the plexes under CCP guard until CCP chosed who would get the cards.

CCP would then randomly pick 100 people and cash in their plexes, unlocking other player's PLEXES.

That would make sense though, thus is impossible to happen. Its only logical.

They said they would put the value in PLEX, rather than actual money, on the customs forms… P

“Yes, Mr. Customs official, I understand that I need to pay 15% import tax on this item. Here are your 3 PLEXes…”.

Heh, imagine paying taxes from 300€+ in plexes for less than 150€ gpu.

Yeah, and if this was a MMO built on being fair, good and sharing little socialists maybe it would have happened. This is EVE Online though. Fair is not part of the game vocabulary.
