Even weak signatures at the very very edge of it's scan radius?

Yes and I do recommend St Mio's Deep Space Probes(DSP) guide on why using DSP help you narrow down what you want to find from the signature strength :)

If by 'return' you mean tell you they are there, then yes.
If you mean hit to 100%, then no.

My experience with probes has on several occasions not shown a sig that was right on the edge of one probe. However when using 2 overlaped probes I have never had it not report a sig even a weak one out on the edge of the scan bubble. However it is Eve and your mileage may vary depending on skills, ships, probe type, etc.
