Pirate Faction Structure BPC drop rates

This is a question for CCP mainly. Is there a reason behind why the drop rates for these structures are pretty much non existent? I haven't seen one drop since before apocrypha. The cost of Domination Large Control towers is approaching 4billion. Will the loot table changes for inferno include fixing this issue?

Now the question for the community. Has anybody ever seen one of these bpc's drop in the last few years?

They were indeed removed. . .completely. . . from the loot table sometime around the Apocrypha expansion.

This has been brought to CCP's attention multiple times, for which there has never been an answer.

Let's hope you have more luck.

It would be interesting if someone from CCP would comment on why this has gone unaddressed for such a long time. Especially when it seems like they are on such a tying up loose ends kick.
