Space weather - The death of the EFT Min-Max'er ?

After watching 'EVE Fanfest 2012: Ship Balancing' there was a comment from CCP Guilhem Marin @39m00s which got me thinking...

The problem: EFT Min Maxing.
One of the problems facing CCP is the EFT min-maxing crowd, don't get me wrong I really like them, afterall I'm one of them, but we come up with whichever ship and fitting combination is most efficient for whatever task needs to be accomplished and once that's been found 99% of people will be using it.
The reason this strategy works is because the external variables influencing a ship and fitting are static. Even when going into wormhole systems you can lookup what the effects will be on a ship, and adjust accordingly.

Possible solution: 'space weather'.
The idea behind solar system wide effects as seen in wormhole systems is a really good one, it alters the 'terrain' of the game, making it more difficult to have the optimal ship and fitting to fight a certain enemy with (be it NPC or player). The problem is that this idea wasn't taken far enough.

What if ALL solar systems had 'space weather'? These wormhole type effects would be present in all solar systems and the severity and/or type of changes they bring would 'slowly' change? (slowly being variable between, for instance, hours in 0.0 space and days or maybe even weeks in highsec.)

Hopefull result: no more perfect fittings.
This would require much more creative solutions on the part of players because the number of variable changes that could occur to their ship between undocking from station and arriving in the solarsystem where they'll be doing 'whatever' is going to be much greater then, instead of completely predictable as they are now.

To be a little bit more realistic, do you really think that whatever stuff is going to be done will change the fact ARTY AUTOS MISSILES 4the win will change?

C'mon, unless something is done directly to the ships themselves you can put whatever mod and whatever ammo you know perfectly well that nothing will change. Unless you can ECM the entire enemy fleet at the same time, unless you have logis giving reps off grid, unless you make blasters hit their mom at 100km with no mods and lasers track decently this will not change.

Exponents always win, no matter what or how expensive you bring, exponents will always have the last word on you.
And the best tool for this is...rust Lol
