Implant recommendation for industrial purposes

Summary: proposing new hardwire implants that will increase the success rate.

Purpose: I believe there is a dramatic disadvantage in the invention process and your only option to obtain a Tech 2 BPO is from an ever escalating price. Some days ago I did write a little post that did not get much attention on how to even the playing field by not eliminating Tech 2 BPO's. (https://forums.eveonline.com/default.aspx?g=posts&m=954420#post954420 not sure if it was a bad idea, but would appreciate someone's input, I can't spare bumping the post again.)

So if I get some “likes” and positive input I'll write up a more detailed post of the percentages and include input that was obtain here and add them to the “features and ideas discussion”
