[Fanfest] Faction Warfare, Low-sec, War-Dec system, and Low-Sec Cyno Jammers

TL;DR
1) Allow individual corps occupancy rights to individual systems on top of FW sovereignty.
2) Through the use of the occupancy system, allow Corporations to control assets such as Cyno Jammers within the system.
3) By allowing corporations individual control over assets, you give people tools to moderate risk to metagame issues like espionage through the use of current game play mechanics.
4) Make low-sec cyno jammers effective for everyone in New Eden. This will dynamically deal with Capital Power Projection and mobility in and around faction warfare regions, while allowing non-FW regions to maintain the status quo.
5) Allow occupancy to be transferable , and modify the War-Dec system to allow same FW corps/alliance to Dec one another making their Bunkers/i-hubs vulnerable to attack to the Decking Corp/Alliance

First, I would like to say that overall I liked the ideas presented with this lecture. It is obvious that the CSM played a major part in the Brain storming process. In particular, I liked the overall idea of using the FW system to introduce players to the sovereignty system in null-sec systems. This gives the FW system a grander purpose than just to facilitate FW itself.
There was a gameplay specific consequence /reward that can make FW significant to Low-Sec, and address some of the issues regarding force projection and fleet mobility as a whole within the game. However, the idea ended up having fundamental issues that plagued it which were not resolved by the end of the lecture. Specifically I’m talking about Cyno-Jammers in low-sec systems. I would like to take an opportunity to offer some suggestions to fix key issues that arose from the lecture that would prevent this idea from being a part of FW.

Fist I want to outline some of the Key Issues that were brought up in the lecture:
~Ownership – Who will have control over the Cyno Jammer?
~Spies – how do you deal with spies turning off said jammers?
~Effectiveness – Who is affected and it’s limitations.
~Internal FW disputes – how will disputed between corps within the same FW be resolved?

1) Ownership – An inherent property of cyno jammers is that it is an asset. As an asset, ownership is limited to corporations within the current gameplay mechanic. Because of this game mechanic limitation, we will need to work on a corporation level to deal with the issue. In the lecture, Guilhem suggested that the faction warfare system should rely more on the sovereignty than an occupancy system as it currently is. I think this is brilliant idea, however, that would mean that the occupancy system would be thrown out. My suggestion is to re-tool the occupancy system to allow corporations, who are part the FW militia organization, to have sub control of the system through the use of the occupancy mechanic. This will allow individual corporations to have ownership over deployed assets within a captured FW system.

2) Spies – By limiting ownership to corporations, as suggested above, you can control access to the assets by way of holding corps. By allowing individual corporations to have control over assets like cyno jammers, and with the addition of allowing alliances within the FW system, an organization can effectively regulate the access to assets, like cyno jammers, under current gameplay mechanics. IMHO, It’s not CCP’s job to regulate meta game aspects of the game like espionage with specific game mechanics that target this issue but I do believe that CCP should build game play mechanics to allow the greatest amount of options to deal with meta game issues.

3) Effectiveness – IMHO I believe that changes within FW should have far reaching ramifications within New Eden, instead of just localizing the significant to one particular group of players. As such, I believe that cyno jammers should affect all players within the game and not just FW players. I understand that this could be detrimental to non-FW mobility and pvp; However, since FW is limited to specific regions of low-sec , I believe that players who not wish to be affected by FW game play can still do so by limiting their exposure to the FW regions.
By allowing FW corporations to cyno jam system within low-sec , you are dynamically dealing with a overarching issue of Capital Power Projection and mobility as a whole within EVE. By having regions with EVE where mobility is limited through the use of Cyno jammers, you are dynamically reducing jump point options for other organizations within EVE thus reducing the predictability of mobility for FC’s and their fleets what rely on low-sec jump points for Power Projection.

4) Internal FW disputes – With an occupancy system that allows individual corporations to gain control over a system and its assets, we will need a way to deal with disputes that will arise between corporations within the same FW. We will need two simple systems to deal with the issue. First we will need a way to transfer occupancy within the FW system to other corporations. This will allow corps to deal with issues through Meta game agreements and arrangements. Seconded we will need a way to deal with issues that can’t be resolved through peaceful means. We can deal with this trough the War-Dec system. By allowing a corporation to War Dec another corporation within the same FW Faction, you can allow internal conflicts to be resolved with combat without each party losing standings towards the Faction they are in. With that said, we still need a way to allow the declaring corp to gain control over the system that is in dispute. My suggestion is to allow the bunker/I-Hub to become vulnerable to the declaring corporation only. This will allow the attacking corp to recapture the system under their flag while the system’s sovereignty remains with the faction.
