A persistent channel with that name already exists

So, I go to create a new in game chat channel this afternoon, and get the message "A persistent channel with that name already exists". I join the channel, and it doesnt have any members, MOTD or settings. I'm guessing its been empty for a while. How long does a channel like that last? Is there any way to contact the owner, or petition it to be reset?

I quickly checked and we never delete player-made channels.

Though it is a good question. Is there a way to find out who has ownership of a channel, and to transfer ownership to someone else?

This. There must be a way I can at least find who owns it and offer them some ISK for it?

last time i checked players can only find out by asking the eve community at large. CCP will never give you that information.

There is no way to know who "owns" a particular channel, other than asking. It is not visible to even channel mods (they can see who else has mod powers). The only person who can see it in the game is the owner themselves.

It is very annoying sometimes.

it's possible for CCP (they do have access to the databank where all that info is kept afterall) but either it's a privacy issue or simply too much effort for them and too easy for you to just make another channel
