[WTB] Very Specific Character Amarr/Minmatar w/Budget

Hello :),

I am looking a PURE focused Amarr or Minmatar character with a budget of about 6-9b. I don't want any Gallente or Hybrid training on the character AT ALL PLEASE. I don't care if it has Caldari spaceship training as I will eventually train Caldari later down the road but I mainly want an Amarr character. The more Amarr the better. I will pay up to 9 even 10b for a decent well focused character. I don't wanna spend ALOT but I can go up to 12b but I'd rather have some ISK for pew pew :D

The character doesn't have to be a beast character either. I am perfectly fine flying Interceptors and like HACS and Recons. I don't need Battleships or Battleship weaponry. T2 medium guns at max honestly. Decent drone skills for Arbitrator or Curse if the character can fly it. Frig V and Cruise V are nice :D

All of this is the same if the character is Minmatar as well. If the characer has like Frig V for minmatar and amarr but like cruiser v for amarr thats fine as well.

do you care about security status? the one i have isnt too low it cant go in .9 or 1.0 wouldnt take much to change it an incuursion or two

edit: sorry if thats low, it's been a long time since I've bought and sold characters and now it seems like there even more. I remember back between 07 and like 09 you could get a 25m sp toon for like 5-6b and now there like 15 or something crazy.
